Ukraine and the United Kingdom have formalized a landmark partnership agreement extending security and defense cooperation for the next century.
The “Declaration of Centennial Partnership,” signed on January 16, builds upon the bilateral security accord inked in January 2024, significantly broadening the scope of collaboration between Kyiv and London.
The agreement outlines long-term cooperation in security, defense, maritime affairs, economic ties, energy, justice, and counter-disinformation measures. It underscores the two nations’ commitment to counter shared threats and strengthen mutual resilience, with provisions that include the potential deployment of British military infrastructure in Ukraine.
According to European Pravda, the partnership includes five major security areas: the provision of weapons and military equipment, cooperation in the defense industry, support for Ukraine’s NATO aspirations, maritime collaboration, and the development of rapid response mechanisms.
“The Declaration of Centennial Partnership is an extraordinary commitment to Ukraine’s defense and sovereignty,” said Igor Zhovkva, President Zelensky’s diplomatic advisor. “It ensures that our nations will stand together in the face of challenges for decades to come.”
One of the agreement’s most notable elements is the UK’s commitment to provide Ukraine with annual military aid worth at least £3 billion until 2030. Additionally, Britain will support Ukraine’s fighter jet coalition, offering language training for Ukrainian pilots and exploring the potential supply of NATO-standard aircraft.
The declaration also leaves open the possibility of British military bases on Ukrainian soil. While presented as a theoretical option, the document states that the establishment of defense infrastructure, such as logistical hubs and reserve equipment depots, could be considered if significant military threats arise.
“These facilities would enhance the defense capabilities of both nations in the face of heightened aggression,” the declaration noted.
The agreement prioritizes joint production of weapons and munitions, the establishment of defense enterprises, and expanding Ukraine’s defense manufacturing capacity. The UK has committed to assisting Ukraine in modernizing its naval capabilities, including developing balanced maritime forces and supporting Ukrainian naval bases.
Military analyst Andriy Kolomoiets highlighted the strategic implications: “This partnership positions Ukraine as a key player in the region’s security architecture, ensuring long-term stability and deterrence against future aggression.”
The declaration reaffirms the UK’s support for Ukraine’s NATO membership, with a detailed plan to align Ukraine’s security framework with Euro-Atlantic standards. It also includes provisions for rapid consultations and mutual defense in the event of external aggression.
Both nations pledged to create flexible rapid-response mechanisms, including joint military formations to address emerging security challenges. “These structures will ensure immediate action against any threats to our sovereignty or our allies,” the declaration emphasized.
While the agreement is a monumental step forward, questions remain about how its provisions align with Ukraine’s constitutional prohibition on foreign military bases. Analysts suggest that constitutional amendments or alternative frameworks might be required to accommodate the agreement’s ambitious scope.
The UK’s long-term commitment to Ukraine also sets a rare precedent in international diplomacy. Agreements of such duration are uncommon, reflecting the strategic depth of the partnership.
The Centennial Partnership represents a deepening of the bilateral security agreement signed in 2024. Its extended timeline and detailed provisions signal a firm commitment to Ukraine’s sovereignty and defense, strengthening its position in the Euro-Atlantic community.
“By committing to a 100-year partnership, we’re sending a powerful message of strategic unity and resolve,” British Defense Secretary Ben Wallace said in a statement. “This agreement not only secures Ukraine’s future but also solidifies the UK’s role as a steadfast ally in the region.”
