Pentagon pays $400 million to run its new missile-tracking satellites

The U.S. Space Development Agency, the Pentagon office building America’s next generation of missile-tracking satellites, awarded General Dynamics Mission Systems a contract with a ceiling of $400 million to develop the ground segment for Tranche Three of the Proliferated Warfighter Space Architecture, the government’s name for a sprawling network of satellites meant to give American forces near-instant warning when an enemy missile launches anywhere on Earth. Think of the ground segment as mission control, the software and infrastructure on the ground that talks to the satellites overhead, tells them what to track, and pulls their data down to commanders who need it in seconds rather than hours. Without that ground infrastructure, even the most advanced satellite constellation is just expensive hardware spinning silently in orbit.

General Dynamics Mission Systems, headquartered in Fairfax, Virginia, with the specific team on this contract based in Scottsdale, Arizona, is no stranger to this program. The company already built the ground system foundation for Tranche One and expanded it for Tranche Two under a separate $491.6 million Space Development Agency award, and this new contract lets the company extend that same architecture rather than start from scratch, according to the company’s own announcement of the earlier award. The Space Development Agency structured this newest deal as a sole source acquisition, meaning it went straight to General Dynamics without a competition, a decision the agency has consistently defended by pointing to the technical continuity of building on ground systems the company already operates for earlier satellite batches.

The Proliferated Warfighter Space Architecture itself represents one of the Pentagon’s most ambitious space bets in decades, built around the idea that dozens or hundreds of smaller, cheaper satellites working together are harder for an adversary to knock out than a handful of exquisite, expensive ones. The Tracking Layer, the specific piece of the architecture this contract supports, is responsible for spotting missile launches from space and following those weapons through flight, generating what the agency calls fire control quality tracks precise enough to help missile defense systems intercept an incoming threat rather than just warn that one is coming. The Space Development Agency has already handed out roughly $3.5 billion in contracts to build 72 Tracking Layer satellites for Tranche Three alone, split among multiple companies each responsible for 18 satellites, according to reporting from Payload Space. Those satellites are expected to launch no earlier than 2029, which means General Dynamics is essentially building the mission control room years before most of the spacecraft it will manage even reach orbit.

Tranche One alone calls for 154 operational satellites plus four demonstration spacecraft flying at roughly 1,000 kilometers altitude (620 miles), delivering persistent tactical data links, missile tracking and warning, and beyond-line-of-sight targeting to combatant commands around the world, according to the Space Development Agency’s own program fact sheet. The agency has already launched more than 60 Tranche One data transport satellites and expects the first tranche to deliver initial warfighting capability by 2027, giving American forces a working preview of what the fully built-out system, Tranche Three included, is ultimately meant to provide at much greater scale.

Alongside Scottsdale, General Dynamics teams will work in Seattle, Washington; Grand Forks, North Dakota, home to one of the Space Development Agency’s two Space Operations Centers that already control Tranche One satellites; Redstone Arsenal, Alabama, the site of the agency’s second operations center and a longtime hub for Army missile programs; and Chantilly, Virginia, where General Dynamics Mission Systems’ space business is based.

The Space Development Agency has obligated $60,665,380 of the total contract value so far, drawn from fiscal year 2026 research and development funding, with the remaining money to follow as the work progresses toward a September 30, 2030 completion date.
