OpenAI to develop military AI under new Pentagon award

OpenAI Public Sector LLC has secured a $200 million contract from the U.S. Department of Defense to develop prototype artificial intelligence systems aimed at strengthening national security, according to a newly released announcement.

The Office of the Secretary of Defense Chief Digital and Artificial Intelligence Office awarded the agreement as a prototype “other transaction” deal under contract number HQ0883-25-9-0012. The project is designed to support the creation of frontier AI capabilities for use in both warfighting operations and enterprise-level defense systems.

According to the Pentagon, the fixed-value agreement tasks OpenAI Public Sector with developing tools and models to address emerging defense needs.

“Under this award, the performer will develop prototype frontier AI capabilities to address critical national security challenges in both warfighting and enterprise domains,” the announcement said.

Work will primarily take place in the National Capital Region, with a targeted completion date of July 2026. At the time of the award, $1,999,998 from fiscal 2025 research, development, test, and evaluation funding is being obligated.

While specific program details remain undisclosed, the focus on “frontier AI” suggests the use of cutting-edge machine learning models capable of managing complex data streams, making predictive decisions, and enhancing situational awareness in contested environments.

The Pentagon has increased its investments in AI-related programs since 2018, prioritizing initiatives that promise faster decision-making and improved battlefield resilience. This award is part of a broader trend in which defense planners are turning to commercial AI developers with access to high-end compute infrastructure and rapid iteration cycles.

OpenAI Public Sector LLC, a specialized affiliate of OpenAI, is expected to lead the project with technical support likely drawn from its parent company’s advanced AI research teams. The company did not issue a statement following the award announcement.
