Line up the three moves and a pattern emerges fast: Russia has now expanded its declared force size three separate times in 2026 alone, each revision layered on top of the last, each one pushing the legal maximum higher without pause. What makes the July 27 decree different from its two predecessors this year is the stated reason behind it. According to the decree's text, as reported by Fontanka, the increase in authorized strength is tied specifically to the creation of new military construction units, meaning uniformed and civilian personnel whose job is building things, not fighting. That detail lines up with a broader push already underway inside the Russian Ministry of Defense to rebuild its construction arm from the ground up. At a Defense Ministry board meeting in mid-July, Deputy Defense Minister Lt. Gen. Pavel Fradkov briefed officials on the state of that effort, according to Russian state news agency RIA Novosti. Fradkov said the ministry had issued a government resolution to establish a new Military Engineering-Technical University, a school specifically meant to train the officers and specialists who will run construction directorates, capital construction departments, and building units across the armed forces. Separately, Russian business outlet Interfax reported that Fradkov described a broader relaunch of the military's construction complex, one that has already sped up the completion of military hospitals, barracks and housing for troops, and other social infrastructure tied to newly formed units and formations. Russia has a long history of using its armed forces as a labor pool for large infrastructure projects, a Soviet-era practice built around so-called "stroybat," or construction battalions, that were tasked with everything from building roads to erecting factories rather than combat duty. That tradition never fully disappeared, and it was formally revived in 2019, when Putin signed a decree creating a Military Construction Company to consolidate the ministry's building assets, including remnants of the old Spetsstroy agency that had been dissolved two years earlier. The July 27 decree, and the construction-focused staffing buildup behind it, reads as a continuation of that same institutional thread, now folded directly into the official troop-strength numbers rather than kept off to the side. Since Russia's full-scale invasion of Ukraine began in February 2022, Moscow has revised its declared force ceiling upward again and again, treating the legal maximum less as a fixed structure and more as a number that moves whenever the war effort, or now the construction effort behind it, demands room to grow.
